BEIJING — Members of the Uighur Muslim ethnic group held demonstrations in cities around the world to protest a sweeping Chinese surveillance and security campaign that has sent thousands of their people into detention and political indoctrination centers.

Overseas Uighur activists said they planned demonstrations Thursday in 14 countries in total, including the U.S., Australia and Turkey.

More than a hundred Uighur protesters gathered at a plaza near the United Nations in New York to call on the body to protect their culture against Chinese government efforts to assimilate the Turkic-speaking people. Elsewhere, hundreds of Uighur women on Istanbul’s Istiklal Street and in front of Sydney Town Hall chanted and waved blue flags, the separatist symbol for a proposed independent state called East Turkistan.

China has rolled out one of the world’s most aggressive policing programs in the Uighurs’ homeland of Xinjiang, a vast region in the country’s northwest. Chinese officials say the crackdown is necessary to stamp out a decades-long separatist movement and, more recently, Islamic extremism seeping into the region. Hundreds have died in violent clashes in recent years that the government blames on separatist militants.

Growing resentment against authorities in China, and the call of Islamist Uighur militant groups, has also attracted thousands of Uighurs to travel to Syria in recent years. But Uighur activists and international rights groups say the far-reaching security campaign, which has accelerated markedly since 2016, exacerbates tensions and unfairly targets the entire Uighur population of more than 10 million.

“The Chinese government is using the war against terrorism very effectively, using that to portray the Uighur as a terrorist,” said Rushan Abbas, the organizer of the New York protest who showed up with her children. “In actuality, the Chinese government is the one who’s acting the terrorist against the Uighur.”

Many overseas Uighurs say that their relatives in China have been sent to an extrajudicial network of political indoctrination centers for months at a time without formal charges or for reasons unrelated to separatist activity — such as communicating with relatives abroad.

“Can you imagine a place where millions are taken into camps without the involvement of courts?” said Seyit Tumturk, who helped organize the Istanbul rally.

Allegations of widespread abuse in the centers, including unexplained deaths, have been rife but are almost impossible to confirm, given the extreme level of surveillance and government obstruction of independent reporting trips by foreign media. Associated Press reporters were detained for 11 hours by police in Xinjiang in November while investigating the reported death of a 26-year-old in an indoctrination center.

Tumturk, a Turkey-based activist who is backed by some Turkish political parties, has been meeting with various governments including Japan and Australia in recent months to seek support for a new overseas Uighur political group.

His movement would call for the establishment of an independent Uighur state allied with Turkey and Central Asian states and distance itself from the World Uighur Congress, the historically dominant, U.S.-funded Uighur lobby that advocates worldwide for greater autonomy for Xinjiang but not outright independence from China.

Tumturk said he was motivated by a sense of urgency.

“We have received a lot of bad news that the situation in China is getting worse and worse,” he said.

China has tightened restrictions over the instruction of Islam and the Uighur language and even what Uighurs are allowed to name their babies in an effort to swiftly assimilate the minority group into the Chinese mainstream, which is dominated by the Han ethnic group.

 

Government officials say the assimilation process will bring economic benefits to poor parts of Xinjiang, promote secularism and reinforce a sense of “patriotism” among Uighurs. Uighur activists warn that the heavy-handed methods could render traditional Uighur culture practically extinct in a matter of a few decades.

Uighurs face a raft of other hurdles not imposed upon the Han: they have difficulty procuring passports and those who have them are required to leave them with the police. In Xinjiang, frequent road blocks and checkpoints enable authorities to stop people and check their mobile phones for content that might be deemed suspicious.

International groups including Human Rights Watch and Amnesty International have called Xinjiang, an area half the size of India, one of the most tightly policed regions in the world.

Uighur Ethnic Minority Protest In Australia Against China’s Pressure

Women from Australia’s tiny Uighur community stepped out on Thursday to protest alleged discrimination by the Chinese Government against the ethnic minority.

Uighurs, who are a Muslim Turkic minority living in Xinjiang in China’s north-west, have called on Canberra to act on reports the Chinese Government has placed members of the minority in “re-education camps”, ahead of their exiled leader’s scheduled visit to the Australia later this month.

The female-led demonstrations took place outside Sydney Town Hall and Adelaide’s Victoria Square, joining protests scheduled to be held around the world on March 15.

Mamtimin Ala, president of the Australian Uighur Association, said the usually quiet community feared speaking out because of reprisals against family members back home.

Uighurs forced into re-education: report

According to a recent report by the US-backed media outlet Radio Free Asia, an estimated 120,000 Uighurs are currently in re-education camps without legal recourse, rounded up because of their religious and political beliefs.

However, last year, the Chinese Government strongly denied committing any abuses against the Uighur people, and insisted their legal, cultural and religious rights were fully protected.

China says it is cracking down on Islamists and ethnic separatists in the region, but human rights group Amnesty International said in its 2017-18 human rights report that repression conducted under “anti-separatism” or “counter-terrorism” campaigns remained “particularly severe”.

“Australia has a very delicate relationship with China diplomatically, politically, economically. At the same time there are also universal values [China] should abide by if they want to be part of the international community,” Mr Ala told the ABC.

“They are targeting those Uighurs who have kept their religious faith, the Islamic faith. Some of them have gone to other countries, mostly Muslim countries in the Middle East,” he said.

“They will put people in centres against their will without any clear legal process, so anyone identified by China [as having] issues with political or religious views, and nationalistic views, have been subjected to being put in these centres.”

The Amnesty International report highlights that Chinese authorities arbitrarily detain Uighurs for “unspecified periods” and are “forced to study Chinese laws and policies”.

It also indicated that authorities referred to them as “counter-extremism centres”, “political study centres”, or “education and transformation centres”.

The exiled leader of the Muslim Uighur minority, Rebiya Kadeer, is expected to visit Australia later this month. The Australian Uighur Association said she would be requesting meetings with politicians while she was here.

Ms Kadeer, a mother-of-eleven who lives in exile in the United States. Radio Free Asia has reported she has many relatives, including her own children, in Chinese detention.

“It is appalling, [there is] no right to free movement, they [Uighurs] are stripped of legal rights and stripped of the right to apply to court,” Mr Ala said.

“They have no legal power to defend themselves and they are being subject to some politically-motivated brainwashing … [known as] xi nao,” he said.

Phone calls home put families in jeopardy, Uighurs say

Mr Ala, who came to Australia from the Xinjiang province as a refugee in 2008, said he had not had contact with his family for the past five years.

“They have put psychological and economical pressure on my family … to put pressure on me to be silenced. Security officers were visiting them,” he said.

“My mother denounced me as her son, she said she has no such son as me, so there’s no relationship between me and my mother.

“The story represents thousands of the Uighurs across the world.

“If the Australian Government turns a blind eye to Uighurs … China will put more pressure not only on Uighurs but Tibetans … [there is] no respect for human rights, it will also put pressure on Australians who go there.”

One woman at the Sydney protest, who asked to remain anonymous, said she could not contact her family because of consequences they would face from Chinese authorities.

“I can’t call my sisters … every call from overseas, [the] Chinese Government listens to every single call,” she said.

“But when they finish the talk, someone comes from the Government, and they come into their house, ask ‘Why is your sister, brother, calling you? What did you say to them?’.

Uighur journalist Gulchehra Hoja: ‘I have my own sad story to tell’

DW spoke to Uighur journalist Gulchehra Hoja who, along with some of her colleagues, accuses the Chinese authorities of arresting her family members as retribution for her reports about the plight of the Uighurs.

Radio Free Asia (RFA), a US government-funded broadcaster, last week accused the Chinese government of trying to silence and intimidate its Uighur service journalists, following reports that security forces had detained several of their close relatives.

According to RFA, the Chinese government’s broad campaign against the families of its staff came in retaliation to the broadcaster’s coverage of Beijing’s crackdown against the ethnic Uighur people in the northwestern Xinjiang province.

Gulchehra Hoja, who has worked with RFA in Washington DC for 17 years, said that around 20 of her relatives had been seized by Chinese security forces. Among those arrested were her mother, father, brother, and other relatives.

In a DW interview, Hoja spoke about how she refuses to be intimidated by the Chinese authorities and will continue to draw the world’s attention to the problems faced by the Uighur community.

DW: You have accused the Chinese authorities of imprisoning your mother, father and other relatives because of your work as a reporter. How do you assess the current political situation in Xinjiang and do you fear retribution as a result of your actions?

Gulchehra Hoja: The situation in the region is now worse. Every day we’re publishing news about the deteriorating state of affairs there. Over the past couple of years, thousands of people have been arrested by the government and put in so-called re-education centers. But these centers are just like concentration camps. We just know that Uighurs get in, but nobody gets out.

In recent months, I have been focusing on reporting about these camps. And I have published others’ sad stories on a daily basis, but right now I have my own sad story to tell.

I am extremely worried about my parents and their health. This affects not just me, but the entire Uighur community. Every family in the region has one or two members in such camps. These people cannot speak up, but I can. We, the free press, are their only voice left.

I therefore need to be strong and continue with my work. We don’t know where exactly the authorities have taken my parents and relatives and what their present condition is.

They’re blocking all information and contact with the outside world and we hardly know what’s going on. But what I can do is draw attention, not only to my family’s situation but also to that of my entire community. I hope the world can turn its attention to the problem and take necessary action to help us.

Reports suggest that these detentions are much more extensive than previous ones. What is your take on this and what conditions are the detainees likely facing in custody?

I last spoke to my mother on February 1. Until then, I had been talking to her once or twice a month and the authorities didn’t cut off our communication. But now I don’t know where they are and it’s so scary to imagine the miserable conditions they might be facing in detention. Both my mother and father have health issues.

My brother was taken by the authorities almost five months ago. He was taken on September 28, 2017, and they said he was targeted because of my work. After knowing about it, I wanted to do something to help my brother. But my mother stopped me saying that she had already lost one child and didn’t want to lose another. But now the Chinese authorities have taken my whole family, including my cousins.

What, in your view, should be done to secure the release of your parents and relatives?

This question should be answered by human rights groups and Western countries who believe in human rights and justice. It has to be answered by whomever that has relations with China. All the countries and their governments already know the plight of the Uighurs. Many news agencies and international organizations regularly publish reports about the Uighurs.

I am just one person and doing what I can do. But I cannot stop the Chinese government. This is the responsibility of China’s allies and business partners. The world should focus on resolving this problem. This is the 21st century, but we’re still watching innocent people being arrested, accused and put into concentration camps. This is so sad.

How has the authorities’ move affected you and your work? How are your colleagues reacting to the detentions of their family members?

I am a human, too. When I heard the news of these arrests, I immediately felt crushed. But I believe I am their hope and I cannot just stop my work.

Five of my colleagues are also facing the same situation, with their parents and siblings being taken away by the authorities just because of our work at Radio Free Asia. Some of them have been even sentenced to many years in prison.

The Chinese government perhaps wants us to stop raising issues about Uighurs and publishing the truth. That’s why our relatives have been targeted. But we cannot and will not stop, especially at a time when we feel our work is extremely important in highlighting the plight of Uighurs.

What threats do journalists covering developments in Xinjiang face from Chinese authorities?

The Chinese government can do anything it wants in the Uighur region. Outsiders cannot even imagine what’s going on there. Even though my colleagues and I are abroad, we have been affected by the Chinese government’s policy as our relatives and friends still live there.

I think the region is closed to the outside world. The Chinese government doesn’t let journalists go in there. If Uighurs talk to journalists, they will be arrested or face difficulties. That’s why even if journalists get the opportunity to enter the area, no one is going to talk to them, especially right now. So it’s very difficult to get credible information from there.

Gulchehra Hoja has been working for US government-funded Radio Free Asia in Washington for the past 17 years.
