Türkiye parlaméntidiki 4 öktichi partiyelerdin biri bolghan “Iyi”, yeni “Yaxshi” partiyesi 2018-yili 10-ayning 31-küni türkiye parlaméntigha Uyghur diyaridiki kishilik hoquq depsendichilikini tekshürüsh üchün parlaméntta mexsus bir tekshürüsh guruppisi qurush toghrisida iltimas sun’ghan. Türkiye asasiy qanunining 98-maddisigha, türkiye parlaménti nizamnamisining 104- we 105-maddisigha asasen sunulghan mezkur teklip layihesi 26-dékabir küni türkiye parlaméntida muzakirige qoyulghan. Halbuki, mezkur teklip layihesi hakimiyet béshidiki adalet we tereqqiyat partiyesining türkiye parlaméntidiki ezalirining qarshi chiqishi, milletchi heriket partiyesining parlaménttiki ezalirining jim turuwélishi bilen ret qilin’ghan.



Mezkur teklip layiheside yéqinqi 2 yil mabeynide milyonlarche Uyghurning xitay teripidin “Terbiyelesh merkizi” namidiki lagérlargha solan’ghanliqi, “Qoshmaq tughqan” namida xitaylarni Uyghurlarning öyige jaylashturuwatqanliqi, Uyghur qizlirini xitay erler bilen toy qilishqa mejburlawatqanliqi, chet’eldiki Uyghurlarning yurtidiki uruq-tughqanlirigha téléfon uralmaywatqanliqi, sherqiy türkistanda héchqandaq kishining jan we mal eminlikining yoqluqi bayan qilin’ghan. Teklip layiheside yene xitayning meqsitining sherqiy türkistanliqlarni pütünley yoq qilish ikenliki, türk xelqi bilen türkiye hökümitining sherqiy türkistanliqlargha ige chiqishining zörürlüki, buning üchün türkiye parlaméntida sherqiy türkistanda yüz bériwatqan weqelerni tekshürüsh guruppisi qurup chiqishning muhimliqi alahide tekitlen’gen.

Melumki, türkiye qazaqistandin qalsila weten sirtida Uyghurlar eng köp olturaqlashqan dölet. Uzun yillardin buyan türk xelqi Uyghur dewasigha hésdashliq qilip kelgen. Shundaq turuqluq türkiye parlaméntida Uyghurlarning nöwettiki ehwalini tekshürüsh boyiche mexsus bir guruppini qurush teklipi néme üchün ret qilindi? buning sewebi néme?

Biz bu heqte éniq melumat igilesh üchün bu teklip layihesini türkiye parlaméntigha sun’ghan iyi partiyesining parlaménttiki mes’uli yawuz ali’aghiroghlu, mezkur teklip llayihesini ret qilghan adalet we tereqqiyat partiyesining parlaménttiki mes’uli mehmet mush ependi we milletchi heriket partiyesining parlaménttiki mes’uli erqan aqchay ependilerge téléfon qilduq.

Yawuz ali’aghiroghlu ependi aq partiyesi bilen milletchi heriket partiyesining bu teklip lahiyesini ret qilishtiki sewebler heqqide toxtilip mundaq dédi: “Öktichi partiyeler sun’ghan teklip layihelirining qandaq teklip bolushidin qet’iy nezer hakimiyet béshidiki aq partiye bilen uning ittipaqdishi bolghan milletchi heriket partiyesi ret qilishqa tirishidu. Shunga bizning parlaméntqa sun’ghan teklip layiheni ret qilindi. Biz ulargha ‘bizning sherqiy türkistan toghrisida sun’ghan teklip layihemizni ret qilidighan bolsanglar, undaqta siler sununglar, biz silerni qollayli’ dégen bolsaqmu ular unimidi. Milletchi heriket partiyesi Uyghurlarni qollaydu, lékin ular hökümet béshidiki aq partiye bilen ittipaqdashliq ornatqan bolghachqa, ittipaqdashliqimgha ziyan yetmisun dep jim turuwélishqa mejbur boluwatidu. Biz mana mushundaq yollar arqiliq sherqiy türkistan mesilisini türkiye parlaméntining küntertipige élip kélishke tirishiwatimiz.”

Biz aq partiyesining parlaménttiki mes’uli mehmet mush ependige téléfon qilip, uning so’allirimizgha jawab bérishini telep qilghan bolsaqmu, lékin uning katipi mehmet mush ependining tolimu aldirash ikenlikini, uning 2-3 kün’giche waqti bolmaydighanliqini éytip, ret qildi.

Bu partiyening 26-dékabir künidiki yighinda Uyghurlar toghrisidiki teklip layiheni ret qilishidiki seweb zadi néme? bu heqtiki ziyaritimizni qobul milletchi heriket partiyeside uzun yil xizmet qilghan péshqedem siyasetchi, sabiq parlamént ezasi reshat doghru ependi mundaq dédi: “Bu heqte men bir nerse démey, chünki men hazir siyasetning sirtida. Emma shuni démekchimenki, hazir sherqiy türkistanliqlargha qarita éghir bésim siyasiti élip bériliwatidu. Bu zulumgha her bir türk choqum qattiq inkas qayturushi kérek dep oylaymen.”

Enqerediki istratégiyelik chüshenchiler institutining mutexessisi doktor erkin ekrem ependi bu heqte ziyaritimizni qobul qilip, buning birqanche muhim sewebi barliqini bayan qildi. New Details of Secret Transfer of Uyghurs

Despite the best efforts of the Chinese authorities, more leaks emerge of the logistics and the inhumane treatment, and the fear endured, by Uyghur detainees.

Bitter Winter has published numerous reports about the secret transfer of Uyghur detainees to other provinces. But our reporters continue to receive new information about the relocations, and these details shed further light on the techniques of the Chinese Communist Party (CCP) and the conditions endured by detainees.

Details of the size and complexity of the transfer operation continue to amaze observers. According to CCP insiders, local prison bureaus are deeply involved in the effort. After higher authorities transfer Uyghursfrom Xinjiang elsewhere, prison authorities in local jurisdictions take over. Detainees are then transported in custom vehicles to their new cells. One police officer involved said that detainees in his area were transferred by a specially deployed local train in the middle of the night. The Uyghurs’ eyes were covered, and police were not allowed to speak throughout the journey, to avoid giving any hints to the prisoners about their destinations.

Before receiving the Uyghurs, prisons were required to prepare staff and modify facilities. For example, those tasked with going to Xinjiang to pick up and move prisoners underwent intensive training before their mission. All bulletin boards and signs have been covered or removed to prevent inmates from seeing the name of the region where the prison is located.

Secrecy has been a primary concern during all aspects of transfers. Family members of the Uyghur detainees were not informed about the movement of their loved ones in order to prevent information from leaking. While at work, prison staff are not allowed to receive or make phone calls and must keep their phones locked in a cabinet. So far, Bitter Winter has learned, at least two public security officers were dismissed from their posts for speaking about the transfer of prisoners.

Once arrived at their new prisons, detainees’ living conditions are difficult and traumatizing. For example, transferred Uyghurs are held separately from the local prisoners. Local prisoners are allowed to go outside every day for exercise and fresh air, but Uyghurs are not given this privilege. They must stay in their cells, each prisoner sitting on a small stool. They are not allowed to communicate verbally or through gestures. Each shift, four prison guards take turns supervising. If a prisoner dies in custody, the prison must first contact the local Civil Affairs Bureau; only afterward are the family members of the deceased notified.

No one is immune from the detention and relocation scheme. According to CCP insiders, more than 200 elderly Uyghurs in their sixties and seventies have been transferred far from home to Ordos Prison in Inner Mongolia.

A heartbreaking story helps to illustrate the fear and trauma endured by transferred prisoners. Our reporter learned of one Uyghur detainee who was sent to a new prison, where he happened to see an excavator digging in the ground. The prisoner was terrified, thinking that graves were being prepared to bury prisoners alive. Daily traumas like this are now the fate of hundreds of thousands of Uyghurs detained across China.

Namayish qatnashquchiliri “Terbiyelesh lagérlirining tutqunlirigha azadliq”, “Tatarlar! bizning qandash qérindashlirimiz bolghan Uyghur we qazaqlarni qoghdashqa atlinayli”, “Amérika, rusiye, büyük britaniye, firansiye! silerning xitaydiki qirghinchiliqni eyiblishinglarni telep qilimiz” dégen’ge oxshash waraqlarni kötürüp chiqqan. 

Maqalida éytilishiche, buningdin ilgiri “Pütkül tatarlarning jem’iyetlik merkizi” xitaydiki musulmanlarning qirghinchiliqi toghriliq bildürüsh tarqatqan bolup, uningda xitayning islam dunyasigha we türkiy xelqlerge qarshi ochuq urush élan qilghanliqi, shuningdek 3 milyon Uyghurning türmilerge qamalghanliqi tilgha élin’ghan. Mezkur merkez buninggha qarshi birliship heriket qilishqa hemde dunya jama’etchilikini xitay dölitining qirghinchiliq siyasitini toxtitishqa chaqirghan. 

Qazaqistandiki qazaqlarning “Atajurt” yashlar teshkilatining Uyghur élidiki jaza lagérlirini yépishni telep qilish boyiche köpligen heriketlerni élip barghanliqi melum. Almuta wilayitide yashawatqan diniy zat sedirdin hajimning éytishiche, qazaqistanning xitay bilen yéqin qoshnidarchiliq munasiwiti tüpeyli bu yerdiki Uyghurlarning Uyghur élidiki weziyetke qarita süküt qilishida bir qanche sewebler mewjut iken. Ellerindeki Türk ve Uygur bayraklarıyla sabahın erken saatlerinde D-100 kara yolunu takiben Kaynaşlı ilçesine ulaşan grup, daha sonra Bolu Dağı‘na tırmanışa geçti.

Amaçlarının yapılan zulme dikkati çekmek olduğuna değinen Uygur Türkü Ali Ekber, AA muhabirine yaptığı açıklamada, kardeşlerine yapılan zulmü anlatmak için İstanbul’dan Ankara’ya yola çıktıklarını söyledi.

Uygur Türklerine yönelik zulmün yıllardır devam ettiğine değinen Ekber, “Yıllardır bu zulüm devam ediyor fakat 4-5 yıldır şiddetini arttırdı. Biz 1949’dan bu yana Çin’in zulmünü görüyoruz. Çin’in yaptığı bu kötülüklere karşı biz de tüm dünyaya bu durumu duyurmak için İstanbul’dan Ankara’ya yürüyüş başlattık. Bu faaliyetimize başlarken 9 kişiydik fakat şimdi destek görerek 30 kişiye ulaştık. Bu rakamın Ankara’ya vardığımızda 200 kişiye ulaşacağına inanıyoruz.” diye konuştu.

One belt, one road, one million prisoners: China’s secret war on Muslims along the ‘Silk Road’

In March last year, a local radio employee received a phone call from his district’s police station, asking him to report to a “re-education camp” in Xinjiang. “The reason why I was caught is because I went to Egypt to study Islam in 2007,” he tells gal-dem over a WhatsApp call. He is too afraid to use his real name or Facebook.

Fuelled by the belief that the Uyghur people, a Muslim minority in the area, may form a resistance and make attempts to create a separate state, the Communist Party of China is in the midst of a crackdown on the Muslim minorities in the Xinjiang region. Intimidation and forced assimilation have become every day, and the most recent concern is that large numbers of Uyghurs are disappearing for months at a time into secretive camps. During his one month stay in a facility which held thousands of people, he recalls sleeping next to elderly people and those in need of medical care. “There were pregnant girls in there, I found one who was 16 years old. I don’t know how she got pregnant in there but I think the soldiers had harassed her,” he adds.

Women face unique challenges in Xinjiang. Zubayra Shamseden of the Uyghur Human Rights Project, an organisation devoted to researching and reporting on the treatment of Uyghur people, paints a grim picture as she argues that Uyghur women “face a twofold abuse” of their fundamental human rights. “Gender and ethnic discrimination against Uyghur women places this group as one of the most vulnerable in the People’s Republic of China,” she says. Having heard accounts from women in the area, she recounts how Chinese authorities use these compulsory “education programs” to de-veil Uyghur women, and set “a dress code” for them, cutting women’s clothes on the streets to make them shorter. Some have been forced to marry Han Chinese “against their will, cultural tradition and religious faith”, and even are separated from their husbands and children. A female activist spoke bravely about her time in the camps via a Facebook status. “Because of the heavy chains on our hands and feet, some women got infectious diseases,” she wrote. “The situation in Chinese concentration camps [is] worse than an animal barn.” While another alleged the Han Chinese officers “choose the girl they like among the detainees and force them to do whatever they like.” A government initiative in the region sees vast amounts of Ugyhur women shepherded to other urban regions in Eastern China to work in factories. “In a word,” Zubayra says, “the Chinese government is placing methods of abusing and oppressing Uyghur women at the forefront of assimilation and wiping out Uyghur people as a distinct nation”.

Compulsory camps are only just starting to garner attention in mainstream news in the UK and America, but are believed to have existed since 2014. A UN panel estimates that as many as 1 million members of the Muslim Uyghur minority are being held in detention camps for “re-education” in Xinjiang, where around 10 million Uyghur and other Muslim minorities live. This makes it the largest mass incarceration of an ethnic group in the world today – and most inmates are charged with no crimes. The number of people held in detention, along with levels of state surveillance and repression of Islam in Xinjiang, has increased dramatically since 2016. Stories are scarce. Many people are afraid to talk about what they have seen, or quite simply don’t know what has happened to their friends or family. To this day, Rushan Abbas, founder of the One Voice, One Step Initiative, a U.S.-based group of Uyghur women, has not been able to locate her husband or their 14 nieces and nephews, aged between 3 and 22 years old. Her elderly parents-in-law and her sisters-in-law (“all housewives raising children”) are also believed to be detained in camps.

“Going to these camps means dehydration, malnutrition, and forced indoctrination,” she says. “It means being uprooted from friends and family. It means stepping out of culture, identity, and religion.” Rumours are emerging that inmates are forced to eat pork in the camps – a clear attempt to undermine the Islamic faith of most Uyghurs. Abbas says that China has characterised all political resistance as “Islamic terrorism” and that the punishment is to force a new way of life on her people. The culture war between the population and the government is apparent right down to the name of the region. To the Ugyhur muslim minority that want to hold on to their distinct identity, they refer to their home as East Turkestan, not Xinjiang – an acknowledgement of the population’s Turkic roots. “Among the Uyghur Diaspora, there is a constant feeling of despair, helplessness, fear and depression,” she continues. “communist China’s systematic and brutal cruelty against the whole nations in East Turkestan is a crime against their humanity.” Sources say that people in the camps are made to sing pro-Party songs, to listen to President Xi Jinping’s speeches, and sometimes are simply forced to sit and “stare at the sky”. These camps, or “vocational training centers” as the government calls them, are fenced in by barbed wire and armed guards.

An activist that refers to themselves as “Last Uyghur” (“You can call me ‘Last’”, they joke) has been collecting evidence of the government’s crackdown on Uyghur scholars, driven by a suspicion that the people in the camps represented a faction of society that had read or been influenced by textbooks preserving the region’s history. He says that among the people arrested were scientists, scholars, professors, athletes, pop stars – “anybody that is famous”. People were even arrested for studying traditional Uyghur medicine. “They were accused of studying Uyghur culture just to separate their hometown from China. Their research was called anti-Marxism,” he says. “All the statues of famous Western scientists and Uyghur scholars were torn down. Statues of Chinese Han people were kept.” Because of this, Last fears that they will soon end up in the camps too. “Almost every family has one or more family member in a camp,” he adds.

Without the economic context, it’s impossible to unpack the complex situation. Xinjiang is China’s largest province, the region is essential to China’s strategic and economic foreign goals – it is a key oil and resource-rich historic hub along the modern day “Silk Road” that China is trying to create through “peaceful” commercial partnerships with various countries in Eurasia (referred to as the Belt and Road Initiative). In other words, losing Xinjiang to an Uyghur separatist movement might interfere with China’s quest for economic dominance in Asia. Many have attributed the upsurge in hostility to Chen Quanguo, the Party secretary of the region. Chen Quanguo’s CV is a little chilling – he seems to be called in whenever a sizeable ethnic minority in China needs “handling”. He first tried his hand at this in Tibet in 2011, where he was able to quieten the violence that had been erupting in the region since 2008 “through the construction of a sophisticated network of surveillance and control”. He was transferred to Xinjiang in August 2016, where he applied the same securitisation strategy as in Tibet – but this time, more ruthlessly efficient. Under Quanguo, thought policing in Xinjiang has reached new heights.

Reports coming from the area paint a surreally Nineteen Eighty-Four-esque picture, and bear a striking resemblance to the early stages of some of the most brutal state-ordained human rights abuses around the world in recent history. Human Rights Watch (HRW) has claimed that the government is installing QR codes on the homes of the Uyghur Muslims so they can scan and get instant access to biometric data of the people living there, including DNA and voice samples. And, a few years ago, Xinjiang officials offered financial incentives for mixed marriages between Muslim Chinese people and Han Chinese people in order to culturally assimilate the distinct ethnic group. Han Chinese, China’s dominant ethnicity, from other parts of China are paid by the Party to re-settle in Xinjiang. Muslim shop owners have been forced to sell alcohol and cigarettes, while people have been arrested based on the number of times they are observed praying. Certain Muslim baby names have been banned. China’s desire to control Uyghurs extends beyond its borders now, to Uyghurs that have escaped China – the Chinese government is threatening to detain the relatives of Uyghurs living outside of China unless they provide identifying information to Chinese police.

Silencing an entire spiritual group isn’t a novel strategy for the Chinese Communist Party. In 1999, the Party unleashed a similar campaign of “re-education” and systematic torture against practitioners of Falun Gong – a Chinese meditation-based spiritual practice. The Party feared that its practitioners’ devotion to this form of spirituality interfered with their loyalty to the Party. The campaign eventually culminated in 2006 with reports that thousands of practitioners had been killed to feed China’s organ transplant industry. Even though the Party denies that to this day. What is certain is that unlike in other human rights crises, as Louisa Greve, Director of External Affairs, Uyghur Human Rights Project, says, “nobody can say that we didn’t know”.

Regions near Xinjiang are deploying community policing, surveillance and restrictions on Islamic practices

ZHONGNING, China—China’s draconian policing of Muslims in its western region of Xinjiang is being replicated in other parts of the country, particularly in areas with other Muslim communities.

Over the past year or so, as Xinjiang stepped up its program of mass surveillance, detention and assimilation of Muslims, droves of law-enforcement officials from across China have traveled there to study the techniques—and adapt them for their home regions.

One result is that the small multipurpose police stations that are ubiquitous in urban Xinjiang are cropping up in neighboring provinces. In Zhongning county, a placid agricultural stretch of the northwestern Ningxia region known for producing goji berries, authorities set up a pilot police-services work station. Housed in a two-floor building within a residential compound, the station hosts six officers who offer community services, such as mediating disputes, alongside security functions, tapping into a network of surveillance cameras blanketing the county’s streets to enforce order.

Rows of Muslim-run restaurants and butcher shops have replaced their halal-food signage to remove Arabic text, a change locals say was enforced over the past year as part of new rules curbing Islamic practices.

Elsewhere, security cameras are trained on many mosques across neighboring Gansu and Qinghai provinces. Surveillance tools widely used in Xinjiang, such as devices that extract data stored on mobile phones, are being used by police departments elsewhere, including Beijing and Shanghai, according to government procurement documents.

Xinjiang has been at the forefront in deploying surveillance technology and aggressive policing to deal with what Beijing sees as antigovernment, terrorist violence fueled by militant Islam. The spreading of lessons learned there shows how the region is serving as a laboratory for China’s authoritarian leadership as it tries to control people and extinguish threats to its rule.

Xinjiang is “front and center of Beijing’s efforts to develop a 21st century version of Maoist social controls fused with modern technology,” said Carl Minzner, a Fordham University professor who studies Chinese law and governance. “It is easy to envision how such security measures could steadily proliferate, as Chinese authorities progressively target one group after another that they deem problematic.”

Those targets, he said, include China’s large Christian community and pro-democracy activists in Hong Kong, as well as Muslims in western China.

Wider deployment of harder-edged security tools and tactics dovetails with a broader Communist Party campaign to sinicize Islam and Christianity. Chinese leaders see those religions as foreign to China and want to eradicate symbols and practices that engender among believers a sense of having an identity separate from their duties as Chinese citizens.

For many Muslims, that has meant the destruction of Middle Eastern-style domes on some mosques and buildings, as well as other religious motifs, efforts to block some Muslims from fasting during Ramadan and a ban on minors taking religious classes.

Xinjiang has borne the brunt of both the security and sinicization campaigns. A swath of desert and mountains that abut Central Asia, Xinjiang wasn’t fully incorporated into imperial China until the 19th century, and separatist sentiment simmers among the 11 million Uighurs, a mostly Muslim Turkic people who see the region as their homeland. After an uptick in antigovernment violence, President Xi Jinping began a withering clampdown featuring mass detentions and political indoctrination.

That some measures are spreading to Muslim areas outside of Xinjiang shows how determined Mr. Xi is to foster a broad Chinese national identity at the expense of minority cultures, said Max Oidtmann, a China historian at Georgetown University’s School of Foreign Service in Qatar. Those communities are largely populated by Hui Muslims, an ethnic group comprised mainly of descendants of Middle Easterners, Central Asians and Chinese and long considered by many officials to be a well-assimilated model minority.

In Gansu’s Pingliang city, officials have ordered an Arabic-language school to shut down this month after 34 years of operations, saying it hadn’t received proper approval. Many Muslims learn Arabic as part of their religious studies and the school had been holding classes for underprivileged students.

The school’s principal said that local officials have visited many times over the years without questioning its lack of registration. A Pingliang education official said the school hasn’t been compliant with regulations and declined to comment further.

In Ningxia, officially designated as a Hui autonomous region, the capital’s central plaza known as the “China-Arab Axis” replaced Islamic iconography of Arabic origin—including domes and crescent-moon sculptures—with Chinese-style designs. Now renamed Unity Road, the area had been completed two years ago to help showcase Ningxia’s strategic location astride the ancient Silk Road.

Aside from bans on religious teaching for minors and removal of signs promoting halal food, mosques were asked to stop sounding calls to prayer over loudspeakers and required to fly the Chinese national flag.

Some Hui Muslims chafe under the restrictions, saying they are loyal citizens who don’t deserve to fall under government suspicion.

“They are targeting Islam…they have gone overboard,” said a 65-year-old mosque worker in Ningxia’s capital, Yinchuan, tearing up as he spoke. “Just make sure the common people have food to eat and clothes to wear. Don’t interfere with our religious beliefs.”

The governments of Xinjiang, Gansu, Ningxia and Qinghai didn’t respond to requests for comment.

Law-enforcement agencies from across China have been eager students of Xinjiang, with officials from as far afield as Shanghai and Hong Kong organizing study tours. Under a Ministry of Public Security counterterrorism mutual-assistance program, police officials from across the country travel to Xinjiang for 90-day exchanges to train local officers while trading ideas and tactics, according to government notices and online accounts from participants.

The front-line tours of duty in Xinjiang give visiting officials opportunity to sharpen their counterterrorism and combat skills, according to an account published by the People’s Public Security University of China, which assigned two instructors to the program last year. A participant from the eastern city of Kunshan, near Shanghai, brought back fighting techniques using police shields and forked poles, a local police notice said.

Many of the high-intensity policing methods being used in Xinjiang are unlikely to spread to main parts of China because they are expensive and not easy to replicate, said Dali Yang, a political-science professor at the University of Chicago. Not so for Ningxia, Gansu and Qinghai, those areas near Xinjiang with Hui communities, experts say.

Officials from Ningxia toured Xinjiang in November and signed a pact to cooperate on counterterrorism and policing efforts, according to state media. “Ningxia and Xinjiang are culturally connected, religiously interlinked and share similar traditions,” a state media report quoted Ningxia security chief Zhang Yunsheng as saying. He pledged to learn deeply and thoroughly from Xinjiang’s achievements in maintaining stability.

On their Xinjiang trip, police officials from Gansu and Qinghai visited a “vocational-skills training center”—the government’s label for re-education camps holding Uighurs—and a “convenience police station,” a type of multipurpose security post that is a cornerstone of Xinjiang’s policing strategy, according to an account published by Gansu’s Public Security Bureau.

Last month, police in Qinghai’s Golmud city said they are starting to build 13 convenience police stations to strengthen its preventive and control system for law and order.

A protest demonstration was held in front of the Chinese Consulate in Berlin to voice solidarity with Uyghur people.

The protest was attended by representatives of World Uyghur Congress, East Turkestan Union in Europe, Berlin Alperenler Association and Berlin Turkish Community.

In a joint statement, the groups condemned the human rights violations against the Uyghur Turks, noting that they were subjected to oppression, atrocities, torture and assimilation.

“They [Uyghurs] live deprived of all kinds of human rights. Almost a genocide is being practiced; their religious duties are forbidden, they are forced to migrate, their daughters are taken from them and forced to marry Chinese men and their natural resources are exploited,” the statement read.

It was noted that the homeland of Uyghur Turks was transformed into an “open-air prison”, and they were subjected to assimilation through torture in the prison camps.

The statement said scores of states and organizations, including the UN, demanded visit to the region but they were refused.

“Muslims’ problems are our problems, we will never give up on condemning the cruelty our kin suffers. We seek that they live in peace and tranquility and the Chinese government behaves in accordance with the [international] human rights [law],” it added.

Some 100 people gathered for the protest chanting “Freedom to East Turkistan” and “Stop the massacre!” slogans.

In August, the UN Committee on the Elimination of Racial Discrimination, in a meeting held in Geneva, stated that the Uyghur individuals, who the local administrators accuse of having unfavorable political thought, in China’s Xinjiang Uyghur Autonomous Region were held in political training centers.

The UN body’s representatives stated that up to 3 million people have been detained without any judicial decisions.

Human Rights Watch (HRW) had previously announced that the Chinese government was conducting a “mass, systematic campaign of human rights violations against Turkic Muslims” in China.

Calls are growing in Indonesia – the world’s largest Islamic majority country – for its government to speak out against China’s treatment of minority Muslims, amid reports that 1 million ethnic Uyghurs in Xinjiang province have been sent to re-education camps.

Parliamentary leaders, Islamic officials and rights activists on Thursday lent their voices to calls for increased pressure on China to address the allegations of human rights violations.

“The DPR (House of Representatives) calls on the government to send a strong message to the Chinese ambassador,” House Speaker Bambang Soesatyo told reporters. “We urge the government, in this case the Ministry of Foreign Affairs, to support the efforts of the United Nations in solving the issue and freeing Muslims there.”

Indonesia should take the lead in speaking out for the Uyghur minority in China, Deputy House Speaker Fadli Zon said.

“Even though Indonesia is the fourth-most populous country, with the largest number of Muslims in the world, our foreign policy under Mr. Jokowi has a very low profile,” Fadli said, referring to President Joko “Jokowi” Widodo.

China rejected allegations raised in August by a U.N. panel that the Uyghurs were being held in what resembled a “massive internment camp” in the Xinjiang region where Beijing has spent decades trying to suppress pro-independence sentiment.

On Monday, the Indonesian Foreign Ministry summoned the deputy Chinese ambassador in Jakarta to seek clarification on the issue. Foreign Ministry spokesman Arrmanatha Nasir said the ambassador stated that China was committed to respecting the Uyghurs.

“There’s willingness on the part of the Chinese embassy to expand communication with various civil society groups to inform them about the situation regarding the Uyghur community in China,” Arrmanatha told reporters.

Al Chaidar, a terrorism analyst at Malikussaleh University in Aceh province, said members of the banned Indonesian militant group Jamaah Ansharut Daulah (JAD), were promoting solidarity among their followers with Uyghur Muslims in China and Rohingya Muslims in Myanmar.

“Their members often call for jihad to those countries,” he told BenarNews, an RFA-affiliated online news service.

On Thursday, China’s embassy issued a statement on its website insisting that Uyghurs enjoyed freedom of religion.

The statement said authorities in Xinjiang had established “professional vocational training institutions” that provided education and training on China’s common language, legal system and vocational skills to lure Uyghurs from radicalism and extremism.

“Drawing on the anti-terrorism experience of the international community, China has taken a series of de-radicalization measures. In some places, certain residents there have a limited command of the country’s common language and a limited sense or knowledge of the law,” the statement said.

Muslim leader speaks

Anwar Abbas, the secretary general of the Indonesian Council of Ulema – the nation’s leading group of Muslim scholars – said Indonesia should leverage good relations with China to speak about the Uyghurs.

“The Indonesian government should ask China about the problems, are they religious or ethnic issues?” Abbas said.

Meanwhile, Vice President Jusuf Kalla said Indonesians should understand that China was having a difficult time treading between respecting human rights and fighting extremism.

“If there is religious discrimination, it’s a violation of human rights,” he told reporters.

“We should understand, there’s a problem of radicalism (among Uyghur Muslims). It has even spilled over to Indonesia,” he said, referring to the alleged involvement of some Uyghurs in Indonesian militant groups.

Previously, Kalla said China’s treatment of Uyghurs was a domestic problem and Indonesia should not interfere.

In September, Amnesty International said China engaged in systematic repression in the Xinjiang Uyghur Autonomous Region involving mass internment, intrusive surveillance, political indoctrination and forced cultural assimilation against Uyghurs, Kazakhs and other predominantly Muslim ethnic groups.

Bakanlık Sözcüsü Hua Çunying, başkent Pekin’de düzenlediği olağan basın toplantısında, Doğu Türkistan’da 1 milyondan fazla kişinin alıkonulduğu “Mesleki Eğitim Merkezi” adı altındaki toplama kamplarında tutulan kadın ve erkeklere zorla kıyafetler diktirildiği sonra da bu kıyafetlerin ABD üniversitelerinde satışa sunulduğu iddialarının “gerçekleri çarpıtan art niyetli saldırı” olduğunu söyledi.

Haberlerde ayrıca meslek sahibi kişilerin bile bu merkezlerde vasıfsız işler yapmak için eğitildiği, bazılarına yaptıkları iş karşılığında para ödenmediği, bazılarına bölgedeki asgari ücretin biraz üstünde ödeme yapıldığı belirtilmişti. Diğer yandan Çin Dışişleri Bakanlığı Sözcüsü Hua, ABD’li yetkili, gazeteci ve turistlerin Tibet’e serbestçe girmesi aksi durumda Çinli yetkililerin ABD’ye girişinin yasaklanmasını öngören ve ABD Başkanı Donald Trump tarafından imzalanan 2018 Tibet’e Karşılıklı Erişim Yasasının, Çin’in iç işlerine müdahale olduğunu ve buna kararlılıkla karşı çıktıklarını söyledi.

Yasa içeriğinin, Çin’in gerçeklerini göz ardı ederek, ön yargıyla eleştirdiğini kaydeden Hua, “Bunu asla kabul etmiyoruz.” ifadesini kullandı. 
Söz konusu yasanın “Tibetli ayrılıkçı unsurlara ciddi yanlış sinyaller gönderdiğini” savunan Hua, bu yasanın Çin-ABD ilişkileri ve iş birlikleri için de ciddi riskler oluşturduğunu söyledi.

Hua, Tibet’e herhangi bir dış müdahaleye müsamaha göstermeyeceklerini ve ABD’nin yasayı uygulaması halinde iki ülke ilişkilerine ciddi zarar vereceğini vurgulayarak, Çin’in de kendi çıkarlarını kararlılıkla korumak için gerekli önlemleri alacağının altını çizdi.

“ABD’yi Tibet’in yüksek hassasiyete sahip bir konu olduğunun farkına varmaya ve Tibet’i kullanarak Çin’in iç işlerine karışmayı bırakmaya ve ilgili yasayı uygulamamaya çağırıyoruz.” ifadelerini kullanan Hua, aksi takdirde ABD’nin katlanması gereken sonuçların ortaya çıkacağını dile getirdi.

ABD’li yetkililerin, gazetecilerin ve turistlerin herhangi bir kısıtlamaya maruz kalmadan Tibet’e girmesi aksi takdirde Çinli yetkililerin ABD’ye girişinin yasaklanmasını öngören “2018 Tibet’e Karşılıklı Erişim” tasarısı 11 Aralık’ta Senato tarafından onaylanmış dün de Başkan Trump tarafından imzalanarak yasalaşmıştı.

Çin, hakimiyeti altındaki Tibet Özerk Bölgesi üzerindeki egemenlik haklarının yüz yıllar öncesine dayandığını savunarak, bu bölgeye yönelik yabancı ülke, örgüt veya kişilerce yapılan eylemleri “iç işlerine müdahale” olarak nitelendiriyor.
